Statement of the Ambassador of Cuba in Canada, Josefina Vidal, January 30, 2019.

 

Cuba understands the obligations of the government of Canada to protect its diplomatic personnel in any part of the world, and to try to find answers to the health symptoms reported in Cuba, but it considers incomprehensible the decision announced today.

Reducing Embassy staff and adjusting mission programs are actions that do not help solve or find answers to the health symptoms that diplomats have reported and will have an inevitable impact on the conduct of relations.

The decision contrasts with the level, status and presence of Canadian diplomatic personnel in capitals of other parts of the world, where they do not enjoy the degree of security, tranquility, health and welcome they find in Cuba.

This behavior favors those in the United States who use this issue to attack and discredit Cuba. It is known that individuals with high responsibility for foreign policy of the United States are determined to provoke a climate of bilateral tension and to be able to point Cuba as a threat.

Since the first report of the Embassy of Canada, Cuba has offered to cooperate and has cooperated with different instances of the Canadian government, has requested information and has provided all the evidence it has, and has made available to the best Cuban experts in the more diverse areas.

In the sustained exchanges, it has become clear that there is no evidence to prove the existence of brain damage, to explain the various symptoms reported or to point out that such symptoms are the result of the stay in Cuba of the diplomats.

These are very different symptoms, whose fundamental common denominator is that they are difficult to measure or verify by technical means.

The decisions taken by the government of Canada unfortunately feed the speculations and contrast with the exchanges held by both governments on the subject.

Despite the decision of the Government of Canada, Cuba remains committed to preserving the good state of relations and expanding its ties with a country to which strong ties of friendship and cooperation unite us.
